Implementation of the aviation work programme component is through the development, coordination and implementation of transport policy in the region, and associated activities and services reflecting the priorities determined by Forum Aviation Ministers, Forum Economic Ministers and Forum Leaders, and including those determined under the Pacific Plan which has set the relevant goal as to "enhance and stimulate economic growth" through "improved efficiency and effectiveness of infrastructure development and associated service delivery".

The Forum Secretariat works closely with other regional and international inter-government organisations, international financial institutions and non-state actors with expertise in aspects of the transport sector, with the view to providing the best possible advice to the Forum member countries and the efficient and effective implementation of decisions through partnerships with such organisations. Close cooperation is supported to ensure consistency of policy advise across the broader sweep of economic and social policy and the sustainability of development in the region, and in the development and implementation of the Pacific Plan. Transport issues have been identified by Leaders as a serious challenge for the region. The Auckland Declaration contained the vision adopted by Leaders, as well as the agreement by Leaders to develop the Pacific Plan - a means to strengthening regional cooperation and integration to realise the Leaders vision and the serious challenges that face the Pacific region and its peoples. Forum Aviation Ministers met in 1998, 1999, 2001 and 2003, and in 2005 to consider aviation issues such as economic regulation and liberalisation, airspace management, air freights for export, and aviation safety and security, and produced Forum Aviation Action Plans to implement decisions from these meetings.
